In NEWS1821, we revealed an awful truth about the current Partial Birth Abortion Ban that has been passed by the House and the Senate of the U.S. Congress and now in committee to resolve the differences; we discovered that this bill has a huge loophole similar to the one which allowed the original Roe vs Wade decision to kill 43,000,000 babies in the womb. This original loophole allowed abortions to continue if the health of the mother was endangered. This current bill allows Partial Birth Abortions to continue if the life of the mother is in danger. Even though the highly politicized National Right to Life organization says that this bill will dramatically reduce Partial Birth Abortions, Dr. Mark Lowney, practicing obstetrician for 15 years, a Board-Certiufied OB/GYN, and a Cutting Edge subscriber, strongly disagrees. Together, we studied the wording of this bill, and discovered other huge loopholes that likely will render this "ban" worthless, except as a propaganda ploy to make Catholic and Christian abortion opponents think something is being done.
Let us now examine the exact wording which Dr. Lowney felt rendered this Partial Birth Abortion Ban bill absolutely worthless:
Bill HR 760
"`Sec. 1531. Partial -birth abortions prohibited
`(a) Any physician who, in or affecting interstate or foreign commerce, knowingly performs a partial -birth abortion and thereby kills a human fetus shall be fined under this title or imprisoned not more than 2 years, or both. This subsection does not apply to a partial -birth abortion that is necessary to save the life of a mother whose life is endangered by a physical disorder, physical illness, or physical injury, including a life-endangering physical condition caused by or arising from the pregnancy itself. This subsection takes effect 1 day after the enactment."
Dr. Lowney has practiced obstetrics for 15 years and cannot recall even one instance in which modern obstetrics did not have the answer to a health complication arising during pregnancy. Whatever health complications might arise, modern medicine has the answer that will save the life of the mother and usually the life of the baby as well. Obstetric textbooks do not even mention that a Partial Birth Abortion might ever be necessary in any condition to save the life of the mother! Nowhere in Obstetrics training is Partial Birth Abortion mentioned as an alternative to save the life of the mother.
Therefore, the very fact that this abortion "prevention" bill includes a loophole scenario which does NOT exist in the real world of practicing obstetrics leads Dr. Lowney to conclude that this scenario was placed in this bill for a non-medical reason, i.e., to deliberately allow Partial Birth Abortions to continue!
In other words, since there is no medical reason why a Partial Birth Abortion should ever be necessary to save the life of the mother, the inclusion of this loophole in this bill raises a huge red flag in the minds of practicing obstetricians; the only reason Dr. Lowney could conceive that this non-issue was included as a reason that this abominable practice could continue was to create a loophole that would allow the procedure to go forward.
Now, let us go to the next section of this bill.
"`(b) As used in this section--
`(1) the term `partial -birth abortion' means an abortion in which--
`(A) the person performing the abortion deliberately and intentionally vaginally delivers a living fetus until, in the case of a head-first presentation, the entire fetal head is outside the body of the mother, or, in the case of breech presentation, any part of the fetal trunk past the navel is outside the body of the mother for the purpose of performing an overt act that the person knows will kill the partially delivered living fetus."The key phrase is: "the entire fetal head is outside the body of the mother"
Once again, Dr. Lowney is mightily puzzled. This section incorrectly defines what a Partial Birth Abortion is, i.e., when "the entire fetal head is outside the body of the mother". This is NOT the correct definition of a partial birth abortion! A partial birth abortion occurs when a doctor allows only a partial part of the head to come outside the mother before he pulls back the vaginal skin, jabbing sharp medical scissors into the back of the baby's head in order to twist it so that the brain stem is destroyed. If the doctor waits until the head is completely outside the body of the mother, that doctor cannot then legally insert those sharp scissors into the back of the skull, because he/she would be killing a live baby who has just been born -- according to currently existing law!
In other words, by defining a Partial Birth Abortion incorrectly, describing the procedure as occurring when the head is "outside the mother", this means that a doctor can still legally kill the baby if the head is NOT completely "outside the mother". This cleverly written incorrect definition allows partial birth abortions to continue just as they always have, simply because this bill incorrectly defines -- or redefines -- what a partial birth abortion is!
This official incorrect definition transforms instantly into a "redefinition" of Partial Birth Abortion. Keep this insidious fact in mind as we get to the end of this article, for the full impact will then be demonstrated.
Now, let us examine the next paragraph, a subsection (B), which is as obtuse as muddy water. To understand this paragraph fully, we consulted a Christian attorney, practicing law in Providence, Rhode Island. Here is the paragraph in question:
"and
`(B) performs the overt act, other than completion of delivery, that kills the partially delivered living fetus;"
At first glance, this sentence seems to close up whatever loophole paragraph (A) might have opened up. But, wait a minute! Read again the phrase, "that kills the partially delivered living fetus". Checking in paragraph (A), above, we see that Partial Birth Abortion is incorrectly defined as that act of killing committed when the baby's head is completely out of the mother. Therefore, this paragraph means it is illegal to kill a baby whose head is fully out of the mother; but, that is illegal now!
Once again, this language allows -- through its definitions -- a Partial Birth Abortion in which the baby's head is still partially inside the mother! This bill will not save any babies from murder through Partial Birth Abortion. What this bill apparently does is legalize Partial Birth Abortions because this practice has been redefined as killing a baby whose head is completely outside the mother! If the doctor kills while the head is still partially inside the mother, that practice is not now defined by this bill as Partial Birth Abortion.
In fact, that act is not defined at all!
Get ready for some spectacular reports after this bill passes showing a dramatic drop in Partial Birth Abortions; however, remember that, according to this redefinition, authorities will be counting only babies killed when their head is completely out of the mother, since that is the new definition! All babies killed while the head is still partially inside the mother will not be counted -- will likely fall through the counting cracks -- since that type of procedure is now undefined! And perfectly legal!
Let us examine what is happening here by way of illustration. Let us suppose that a politician runs for office on a pledge to achieve a drop of 95% in the murder rate -- a most laudable goal. Once he gets into office, he quietly rams a bill through the legislature that redefines murder to: a death by a 9mm pistol whose round hits the middle of the forehead 10 mm above the bridge of the nose. Now, when statistics are officially compiled, only deaths by a 9mm pistol whose round hit the forehead 10 mm above the bridge of the nose will be counted as murder. All other types of murder -- shotgun to the stomach, strangulation, deliberate drowning , etc -- will not be counted as murder because the definition has been changed! The politician now can claim to have achieved a 95% reduction in the official murder rate.
Furthermore, since the official definition of "murder" has been so narrowly defined, any other type of killing that used to be classified as murder is now legal.
This is exactly what is happening to this Partial Birth Abortion "Ban". In the guise of outlawing Partial Birth Abortion, this bill actually may legalize it. Now, we are legally sanctioning full-term murder!
This law was passed as propaganda, to only make you think this despicable practice is outlawed!
CONCLUSION
Now you know the truth: this Partial Birth Abortion ban was cleverly written by the U.S. Congress in order to appear righteous and effective on the outside, while allowing Partial Birth Abortion to continue as a dirty little secret. But why should we be surprised? Senator Frist, the Senate Majority Leader, has strong family ties to an abortion hospital ["Frist a major shareholder in reputed for-profit abortion provider", WorldNetDaily, 12/21/2002; and "Bill Frist’s election as senate majority leader would be a stunning setback for pro-life conservatives", WorldNetDaily, 12/21/2002].
Given Senator Frist's solid financial interest in continuing abortions, do you really think that he would allow a bill to come out of the Senate that would really be effective in stopping Partial Birth Abortions? Of course, Frist would never allow big money to be taken out of his pockets and out of the pockets of his family, by allowing a real Partial Birth Abortion Ban to be passed.
If the wording of the final bill that comes out of committee between the Senate and the House contains this language, this Partial Birth Abortion Bill will be more worthless than a $7 bill. When you see the Mass Media, the Evangelical Christian Right, the politicized National Right To Life, and others applaud the Congress and the President for finally "stopping" this horrific practice, you will know that we have just been presented a flatly fraudulent piece of paper, a paper that will allow "business as usual" in the abortion mills of this country.
Truly, Jesus was correct when He foretold:
"For there shall arise false Christs, and false prophets .... insomuch that, if it were possible, they shall deceive the very elect." [Matt 24:24]
The word, "Christs" refers to the Messianic Office of the Jewish Messiah, an office that is both a religious and a political office. That is why we see the prophecy in Isaiah that foretells of the political duties of "The Christ", the Jewish Messiah:
"For unto us a child is born, unto us a son is given: and the government shall be upon his shoulder." [Isaiah 9:6] Political Office
Therefore, rather than repeating Himself in Matthew 24:24, Jesus actually told us that we should expect unprecedented deception in both the political and religious realms. We should expect to see false religious leaders, but we should also expect unprecedented deception from our political leaders! We certainly have just such a lying, deceiving political leadership, do we not?
Neither President Bush nor members of Congress deserve
any praise for passing this most deceitful bill into law. None of the Christian
leaders and organizations who shall step forward to hail the passage of this
bill deserve any praise. In fact, we shall take note of everyone who does praise
this bill, for they will have just shown their true colors. If you want to get
a good idea as to who might step forward in the Christian community to praise
this bill, and to praise President Bush, you should read our expose' of the

Truly, the unprecedented nature of this entire sorry episode -- coming on top
of the unprecedented apostate nature of the Christian Church -- tells us that
we are close to the End of the Age and the appearance of Antichrist.
