NEWS BRIEF: "Justice Dept. Drafts Sweeping Expansion of Anti-Terrorism Act Center Publishes Secret Draft of ‘Patriot II’ Legislation", The Center For Judicial Integrity, By Charles Lewis and Adam Mayle, February 7, 003.

"(WASHINGTON, Feb. 7, 2003) -- The Bush Administration is preparing a bold, comprehensive sequel to the USA Patriot Act passed in the wake of September 11, 2001, which will give the government broad, sweeping new powers to increase domestic intelligence-gathering, surveillance and law enforcement prerogatives, and simultaneously decrease judicial review and public access to information. The bill, drafted by the staff of Attorney General John Ashcroft and entitled the Domestic Security Enhancement Act of 2003, has not been officially released by the Department of Justice, although rumors of its development have circulated around the Capitol for the last few months under the name of “the Patriot Act II” in legislative parlance ... Senior members of the Senate Judiciary Committee minority staff have inquired about Patriot II for months and have been told as recently as this week that there is no such legislation being planned."

From the beginning of the legislative overreaction to the 9/11 attacks, we warned that our freedoms were going to be taken away in the name of preserving freedoms! The high and lofty rhetoric that began with the president's speech to Congress just days after the attacks and which has continued ever since, were simply efforts to disguise the true assault on our cherished freedoms; the propaganda situation became so serious that I finally wrote an article entitled, "Breaking Out of the Mental Box -- Learning To Think In The Opposite Direction In Order To Discover The Truth", NEWS1558.

Yet, most Americans continued along completely complacent about the threats to their personal life, liberty, and freedoms posed by Bush - Ashcroft as they steadily chipped away at our freedoms, in the name of securing freedoms. Americans have been this complacent for several reasons:

1. Public Education Molded Your Mind -- Since the Illuminati has controlled Public Education since before World War I, Americans have not been taught to question authority; they have not been taught that, historically, the greatest threat to individual freedom is organized government; they have not been taught to think critically, nor to continually attempt to gain their news from many sources. Literally, the Illuminati has molded a child's mind from the moment they enter First Grade, and mentally construct a restricted box within which a person lives their entire life. Just as in the movie, "Truman Show", most people think in the manner the government wants them to think, listen to the Mass Media feed them the "news" the government wants them to hear, and reach the conclusions the government wants them to reach.

2. Americans Believe Nothing Bad Could Ever Happen Here -- Since we have never been persecuted by our government, and since our Public Education has rewritten history so we can not learn how dangerous government is, we naively believe that our government leaders will always act in our public interest. They may be stupid, they may act incompetently, and they may act from sheer greed; but, in their inner heart of hearts, people believe government leaders bear individual citizens no harm.

This is the reason that you see so many "explanatory" stories about various tragedies that occur -- leaders were incompetent, overlooked warning signals, or acted out of greed and that is what caused the tragedy. Whenever you see this kind of story appearing from news sources, you can suspect mightily that that news source is a sophisticated disinformation agency; as with any good disinformation specialist, they may provide excellent articles, and information, but at the critical moment, on the critical issue, they will seek to mislead, and their disinformation usually occurs along these lines.

And, the people are being mightily deceived. Thus, when someone speaks up to try to warn the average citizen that we are being set up to lose our freedoms in the flash produced by a created war and/or terror attack, people do not want to hear. Like the days of Israel, Americans demand of their leaders:

3. Truth Is Spiritually Discerned And Christian Churches Today Are Biblically Illiterate -- For decades, true Fundamental Christian leaders have been warning against the spreading cancer of Liberalism, that spiritual sickness that has denied many of the true doctrines of the Christian Faith, that has not systematically taught "the whole of Scripture", and that insists that people can fraternize with unbelievers instead of maintaining Scriptural Separation. Today, the body of American - and the entire mainstream "christian" -- church is fatally sick with Liberalism, and near death. Thus, these members of Liberal churches are not being guided by spiritual, biblical principles so they can be discerning; without discernment, this kind of christian can be lead anywhere by anyone claiming to know Jesus as Savior, even if his fruits are damnably rotten!

4. Mass Media is constantly reaffirming the president's propaganda. Few people fully appreciate the fact that news outlets-- both major and minor -- are totally owned and controlled by the Illuminati! Most of the major news anchors are members of the CFR, and have been trained how to use their profession to advance the coming Kingdom of Antichrist -- the New World Order. Thus, these media outlets -- TV, radio, newspapers, magazines -- are all carrying stories slanted to the official storyline. They also will not carry stories that would contradict the official version.

Finally, major news outlets create false news stories and sell them to other, smaller news organizations. In NEWS1151, we carried the story reported by Drudge that CBS News was creating just such a false news story with Dan Rather, and somehow, a technician flipped the wrong switch, sending this false story over the air! Read this story carefully, for it documents that we really cannot trust our news completely.

Now, let us go back to our original story for more information about this "Patriot Act II".

After many weeks of lying to members of Congress, Ashcroft's Justice Department finally admitted they had drafted a draconian bill they were calling "Patriot Act II". What were some of these Stalin-era police state provisions they want in this new bill?

Please read these six new major powers slowly, carefully, and repeatedly if necessary to get the full meaning.

Let us now review each of them individually.

1. Radically expand law enforcement and intelligence gathering activities -- Section 312, “Appropriate Remedies with Respect to Law Enforcement Surveillance Activities”: This section would terminate all state law enforcement consent decrees before Sept. 11, 2001, not related to racial profiling or other civil rights violations, that limit such agencies from gathering information about individuals and organizations. The authors of this statute claim that these consent orders, which were passed as a result of police spying abuses, could impede current terrorism investigations. It would also place substantial restrictions on future court injunctions.

In other words, Federal intelligence agencies would supersede and override the authority of State and Local law enforcement authorities! If you are out to establish an absolute dictatorship, this would be one change you clearly must effect. You must control the entire nation at the same level all across the nation; you cannot have local authorities refusing to carry out your edicts. Thus it was necessary for Adolf Hitler to federalize all law enforcement in the mid-1930's and he carried it out very effectively.

One other disaster looms in this scenario: intelligence activities are much more "rough-and-tumble" than regular law enforcement, and Intel types simply hate judges "meddling" in their case. Therefore, we are likely to see a lot of strong-arm tactics when local law enforcement is directed by, or entirely superseded by, federal intelligence officers.

2. Reduce or eliminate judicial oversight over surveillance -- Section 405, “Presumption for Pretrial Detention in Cases Involving Terrorism”: While many people charged with drug offenses punishable by prison terms of 10 years or more are held before their trial without bail, this provision would create a comparable statute for those suspected of terrorist activity. The reasons for presumptively holding suspected terrorists before trial, the Justice Department summary memo states, are clear. “This presumption is warranted because of the unparalleled magnitude of the danger to the United States and its people posed by acts of terrorism, and because terrorism is typically engaged in by groups – many with international connections – that are often in a position to help their members flee or go into hiding.” [Emphasis added]

When investigations and/or arrests are made outside the realm of Judicial Oversight, the citizen has just lost one of his three government pillars erected by our Founding Fathers to prevent us from ever falling into dictatorship! Our governmental structure was created with three branches, each of which was independent of the other, and each possessing different, but roughly equal, authority. The Judiciary Branch was established to determine whether Congress or the Executive Branch ever stepped over the bounds established by the Constitution, the Bill of Rights, and the various amendments. Both the Executive and Congressional branches of government have always looked at the Judiciary when contemplating an action; if they felt they were likely to be overturned in a court of law, the chances were excellent that they would not attempt the action they were contemplating.

Thus is the average citizen protected.

However, this action strips the citizen of this Judiciary protection. And, it is all being done over the phony, baloney excuse of terrorism. a terrorism created by the Illuminati and carried out by their agents [Read NEWS1756]. Remember the original Illuminati plan by which the world would be united in the New World Order?

In the early 1970's, the Illuminati first seized upon the concept of terrorism being that "artificial threat". By the late 1970's, Arafat and his boys were highjacking aircraft, murdering innocent civilians, and murdering Israeli Olympic athletes -- and getting away with it all! At this time, President Carter's CIA had established the Taliban and Osama bin Laden. The terrorist campaign was well under way.

Now, the Taliban and Osama bin Laden are the big, bad terrorists, while the Illuminati is using the threat of terrorism as the tool by which to establish a dictatorship. If you do not believe the ultimate target of these dictatorial powers is the average American citizen, you are naive beyond belief.

3. Authorize secret arrests -- Section 201, “Prohibition of Disclosure of Terrorism Investigation Detainee Information”. One of the most intimidating tactics of any police state is the proverbial "knock on the door in the middle of the night". Even if regimes that practiced secret arrests to a large degree, the vast majority of the citizens would never be arrested; however, everyone would feel the intimidation of their door being knocked on by secret police, and this intimidation would be severe enough to keep the citizenry in line.

Once again, in the name of fighting terrorism, Bush - Ashcroft want the dictatorial power to knock on, or kick down, the door of anyone they "suspect" might be involved in terrorism. And, here is the kicker: since they have shed Judicial Oversight, they do not have to report the arrest(s) they are making. If heads of households start disappearing in the middle of the night through secret arrests, are not told their charges, cannot retain a lawyer, and whose whereabouts are not disclosed, Bush - Ashcroft have all the dictatorial power they need to really and truly devastate their enemies.

Remember who the most important enemy is to the Illuminati: Fundamental Christians.

At this point, do not panic and think you need to completely change your lifestyle to avoid the government; they already know your name, address, and everything about you. When the IRS began to allow deductions to be made for contributions to churches -- soon after World War II -- they knew the people who were Christians, and needed to be considered "enemies of the state" once the final phase was reached. Bill Cooper states that the net cast for "dissidents" will be fine. Even if all you did was get a subscription to a Christian magazine at any time in your life, the Federal Government had you listed as an "enemy of the state".

Rather than panicking now, we Christians need to be more bold, more forthright, and more active, than ever before. As Jesus said, "Occupy until I come" [Luke 19:13b] Remember, we shall stand before Jesus someday soon, to be held accountable for our actions in these Last Days. God has warned that He does not find any satisfaction in a person who acts from fear and withdraws from danger! Listen:

Cooper further warned: "Anyone who attacks the State -- even verbally -- becomes a revolutionary and an enemy by definition. They are the enemy and must be destroyed. ["Behold A Pale Horse", Bill Cooper, p. 132] You can substitute "terrorist" for "revolutionary" in Cooper's definition.

4. Create a DNA database based on unchecked, unverified executive 'suspicion' -- Section 301-306, “Terrorist Identification Database”: These sections would authorize creation of a DNA database on “suspected terrorists,” expansively defined to include association with suspected terrorist groups, and noncitizens suspected of certain crimes or of having supported any group designated as terrorist.

This seems to be creating a "racial profiling" department, which is supposed to be against the law. But, since when does that matter anymore?

What this profiling allows is that a person may be arrested simply on the basis of "unchecked, unverified executive 'suspicion' ". This kind of system has always proven effective in dealing with dissidents. A lie created out of thin air is an absolutely fantastic weapon by which a dictatorial system can arrest, imprison, and even kill their opponents. And, a frightened, intimidated public will believe the lie told as to why these types of persons have been arrested.

5. Create new death penalties - Death penalties + Secret Arrests = Greatest dictatorship in history! Section 411: This section proposes to "delete existing limitation to crimes that result in, or create a foreseeable risk of, death or serious injury". This list includes anyone who is accused of "cyber-terrorism".

Both of these new categories form a loophole wide enough to drive a Mack Truck through! Last year, some fishermen tried to sue the Weather Channel for the loss of their yields because the weather forecast was incorrect! Can this type of vague relationship be applied to a group the government considers to be their enemy?

"Cyber-Terrorism" is also a very broad, generic term. Homeland Security Chief, Tom Ridge, has already re-defined who is a terrorist. Listen:

NEWS BRIEF: "Ridge Vows Balance of Rights, Security", News-Item Newspaper, Shamokin, Pennsylvania, 10/3/01, Page 1.

"To those Americans who would lash out at your fellow citizens, simply because they worship differently, or dress differently, or look differently than you, there is one word for such behavior: terrorism." [Governor Tom Ridge, in his farewell address to the State Legislature as Pennsylvania Governor, before taking up his new position at the White House as Director of Homeland Security].

The Bush Administration has just redefined who is a terrorist and what a person has to do in order to be classified by the Federal Government as a terrorist. If you are deemed to be "lashing out" at your fellow American citizen -- President Bush and his policies -- then you can be labeled a "terrorist". These are very dangerous times in which we live, are they not? They are about to get more dangerous.

The key to understanding the depth of trouble our freedoms are in today resides, not in this section, but in the section allowing secret arrests, the provision that allows the list of people arrested and their whereabouts and their condition to remain unknown. Once you allow this in a society, you have slipped into dictatorship and the people thus arrested can be treated -- murdered -- with impunity.

In the name of fighting terrorism, we are allowing a Stalin-type police state to arise out of the ashes of the World Trade Center! How could a "Christian" President and his "Christian" Attorney General demand these kinds of powers? Oh, sure, the assumption is made that these kinds of powers would never be carried out against American citizens, so the masses slumber on. But, the provision allowing the government to strip citizenry from an American should put this flight into fantasy to rest.

6. Take away American citizenship from persons who belong to disfavored political groups. Section 501, “Expatriation of Terrorists”: This provision, the drafters say, would establish that an American citizen could be expatriated “if, with the intent to relinquish his nationality, he becomes a member of, or provides material support to, a group that the United Stated has designated as a ‘terrorist organization’.” But whereas a citizen formerly had to state his intent to relinquish his citizenship, the new law affirms that his intent can be “inferred from conduct.” Thus, engaging in the lawful activities of a group designated as a “terrorist organization” by the Attorney General could be presumptive grounds for expatriation.

This section is another very vague provision! Government officials can state that an American "intended" to revoke his American citizenship simply by carrying out the act for which he is charged! "By his conduct" he relinquishes his American citizenry. Folks, this provision is very serious indeed, for the most powerful weapon we have to fight against tyranny carried out against individuals is our American citizenry. Just as in Ancient Rome, citizenry carries with it great Constitutional protection; even today, most American citizens have a vague idea that they have certain rights that authorities must respect. This provision strips that protection away and leaves the matter of citizenship completely up to the government official in charge.

"The draft legislation goes further in that direction [of allowing the more liberal view of Judicial oversight that the foreign surveillance acts provide authorities]. “In the [USA Patriot Act] we have to break down the wall of foreign intelligence and law enforcement,” Cole said. “Now they want to break down the wall."

While the 9/11 attacks were horrific, they did not constitute sufficient grounds to consider the U.S.A. "under attack" to the point where individual liberties can be stripped away. Since 9/11, no terrorist attack has been carried out against the United States; unless the Illuminati stages another terrorist attack, President Bush simply cannot make his case that the country stands sufficiently "under attack" so as to warrant these horrific abuses of liberties.

But, if we have one more attack, all the walls separating the individual from dictatorship will be broken down! One more terrorist attack will leave Americans so panicked they will DEMAND that Bush do "whatever it takes" to protect this country. Thus, it is possible that, before Bush launches an attack on Iraq, we shall see a terrorist attack. Of course, 95% of the American people will firmly believe the propaganda, that the attack was from extremist Muslim extremists.

When is this legislation going to be sent to Congress for its rubber stamp approval. Georgetown Law Professor David Cole has an idea when Bush/Ashcroft will rush this legislation through Congress. “It raises a lot of serious concerns and is troubling as a generic matter that they have gotten this far along and tell people that there is nothing in the works. What that suggests is that they’re waiting for a propitious time to introduce it, which might well be when a war is begun."

Once war has begun, and/or terrorists have struck again, Americans will plunge off the cliff like the proverbial unthinking lemmings, shouting "United We Stand".

This new "Domestic Security Enhancement Act of 2003" -- dubbed "Patriot Act II" -- represents a very serious potential threat to our life, liberty, and pursuit of happiness. You might argue that this act is aimed solely at Muslim terrorists, but Ridge's re-definition as to what constitutes a terrorist throws your argument out the proverbial window! The Illuminati has a huge list of people they consider their enemy: patriots, Fundamental Christians, gun owners, anyone who quotes the Constitution, anyone who takes magazines that are on the list of prohibited materials. New Age author, Bill Cooper, claims that the list of the people to be rounded up will be that finely detailed.

"While this NSD directive pretends to be concerned about international terrorism, it is really a thinly disguised authorization of preemptive strikes and retaliatory raids against patriots in this country. When FEMA is activated, patriots will be rounded up in the dead of night ... Government agents and law-enforcement officers in every city across the nation have received antiterrorist training under this NSD directive, and I assure you, the target is patriots." ["Behold A Pale Horse", p. 114]

Cooper is NOT saying here that every law enforcement officer has received this training to come against patriots; he is only saying that some officers in every city have received this antiterrorist training. Just as a candidate is reviewed in Freemasonry as to whether he is capable of absorbing the next level of revelation, so the law enforcement officer is reviewed. If he is a patriot, a Christian, or falls into any targeted group, he will not be the one getting this antiterrorism training. Only the officer who does not fall into this category will be invited to partake of this training.

If no officer in a town or city is deemed to be "ready" for this type of training, National Guard troops are likely to take over jurisdiction once FEMA is activated.

Cooper also reveals that the groundwork has been laid for the coming police state, and its title is Emergency Mobilization Preparedness. When carried out, to "solve" an emergency created by the Illuminati in the first place, it sweeps aside all constraints up to the actual suspension of the Constitution and our entire traditional government. As Cooper warned, "This has nothing to do with right wing, left wing, or any other thing. It has to do with the Illuminati taking over this country and joining in the New World Order." [Ibid., p. 125]

Once again, we must step back to realize that this event -- as onerous as it is -- is not occurring in a vacuum. We seem nearly ready to attack Iraq, North Korea seems ready to launch her war as planned, all the Muslim nations in the Middle East realize we are going to remove their regime once we are finished with Iraq, Israel is preparing for imminent war and has locked down the Palestinian population, and the campaign to implant human transponders beneath the skin is continuing to move full throttle forward.

As Jesus stated: "So ye in like manner, when ye shall see these things come to pass, know that it is nigh, even at the doors." Mark 13:29

Are you spiritually ready? Is your family? Are you adequately protecting your loved ones? Once you accept Him as Savior, you are spiritually Born Again, and are as assured of Heaven as if you were already there. Then, you can rest assured that the Kingdom of Antichrist will not touch you spiritually.
