Given the reality that this Libyan war is part of the creation of the Club of Rome reorganization plan of the late 1960's and that the strategy being employed is "The Pentagon's New Map", you can discount the gist of the article, above, in the Washington Post. The only information we need to pay attention to is the line, "The CIA has sent small teams of operatives into Libya ..."

This author blames Western aggression in Libya to a greed for oil; however, this belief constitutes simplistic Conservative "Conventional Wisdom", which is wrong as often as simplistic Liberal "Conventional Wisdom". The reality is much more believable and exciting. Libya lies in the midst of a geographical area known in the Club of Rome Plan as "Northern Africa and the Middle East", Nation #7.
This aggression against Libya is designed to destabilize the entire region, sweeping it of resistant strongmen dictators, so Regional Government #7 can be finally established. And, of course, when the Club of Rome Plan is fully implemented, it shall fulfill Daniel 7:7-8 precisely.
Therefore, we can only wait to see exactly how this plays out and according to what timetable. Remember, all leaders on both sides are simply following a script:

II. Japanese officials have decided to entomb the four nuclear reactor plants most in trouble before they leak any more radiation.
The "Chernobyl solution" is apparently now in full swing.

The government hasn’t ruled out pouring concrete over the whole facility as one way to shut it down, Edano said. Tokyo is 135 miles (220 kilometers) south of the Dai-Ichi power plant. "
"Dumping concrete on the plant would serve a second purpose: it would trap contaminated water, said Tony Roulstone, an atomic engineer who directs the University of Cambridge’s masters program in nuclear energy. 'They need to immobilize this water and they need something to soak it up', he said. 'You don’t want to create another hazard, but you need to get it away from the reactors'.”
At the end of the Russian Chernobyl nuclear disaster in April, 1986, engineers finally entombed the reactor in concrete. Therefore, this Japanese nuclear disaster has finally reached the point at which the Russian disaster ended -- in burying the entire reactor in a huge amount of concrete. However, since the Japanese have four crippled reactors with which to deal, they have a disaster which seems to outstrip the Chernobyl tragedy.
With that in mind, what was the final death toll from the radiation of Chernobyl?
"Russia, Ukraine, and Belarus have been burdened with the continuing and substantial decontamination and health care costs of the Chernobyl accident. Thirty one deaths are directly attributed to the accident, all among the reactor staff and emergency workers. Estimates of the number of deaths potentially resulting from the accident vary enormously; the World Health Organization (WHO) suggest it could reach 4,000 while a Greenpeace report puts this figure at 200,000 or more.
